뉴욕필 평양공연이 해빙 전주곡?
뉴욕 필하모닉 오케스트라의 평양 공연으로 시작된 ‘싱송(sing song) 외교’가 북·미 관계의 돌파구를 만들 수 있을까. 한·미 당국은 “관건은 북핵”이라고 진단했다. 북한이 ‘완전하고도 정확한’ 핵프로그램 신고와 불능화 조치로 성의를 보여야 싱송 외교가 북·미 관계를 완화하는 완충제로 작용할 수 있다는 의미다.
평양 공연을 계기로 방북했던 윌리엄 페리 전 미 국방장관, 도널드 그레그 전 주한 미 대사는 27일 미국의 소리(VOA) 방송과의 인터뷰에서 “공연일인 26일 김계관 북한 외무성 부상과의 오찬에서 ‘부시 대통령 임기 내 북핵 문제를 조속히 해결하자’는 콘돌리자 라이스 미 국무장관의 메시지를 전했다”고 공개했다. 페리 전 장관은 방북에 앞서 라이스 장관을 만났다. 라이스 장관도 26일 베이징에서 “우리는 북핵 문제에 극도로 집중해 있고, 그것이 관건”이라고 강조했다. 데이노 페리노 백악관 대변인 역시 정례 브리핑에서 “북한이 6자회담 의무를 준수하지 않으면 더 많은 대화와 문화 교류 확대가 일어날 수 없다”며 북핵 문제 해결을 촉구했다.
정부의 한 소식통은 “북·미 관계의 돌파구는 교착 상태인 북핵 문제가 어떻게 탈출구를 찾는가에 달려 있다”며 “미국으로선 오케스트라 공연 하나만으로 북한의 태도 변화를 예상하지는 않는다”고 강조했다.
반면 북한은 27일에도 평양 공연을 부각하며 북·미 관계 정상화 의지를 표출했다. 조선중앙방송은 “(미국과 북한) 두 나라 사이의 연대가 보다 활발히 이뤄지기 바란다”는 뉴욕 필 단원의 인터뷰 방송을 내보냈다. 강능수 북한 문화상은 미국이 초청할 경우 북한 오케스트라의 미국 답방 공연 가능성까지 언급한 것으로 알려졌다. 재일본 조선인총연합회 기관지인 조선신보는 “뉴욕 교향악단 공연으로 평양 시민들이 미국에 대해 보다 생동한 표상을 가지게 된 기회로 된 듯싶다”며 이례적으로 평양 주민들의 호의적 반응을 소개했다.
따라서 싱송 외교가 해빙의 전주곡이 될지 여부는 북핵 문제를 둘러싼 북·미 간 후속 접촉 과정에서 결정될 전망이다.

PHILHARMONIC DRAWS APPLAUSE AND STIRS EMOTIONS IN NORTH KOREA
북한서 갈채 받고 감동 준 필하모닉 연주

PYONGYANG, North Korea -- As the New York Philharmonic played the opening notes of "Arirang," a beloved Korean folk song, a murmur rippled through the audience. Many in the audience perched forward in their seats.
평양 – 뉴욕 필하모닉이 ‘아리랑’의 첫 구절을 연주하자 수군거리는 소리가 청중 쪽에서 물결쳐 흘러나왔다. 좌석 앞쪽으로 옮겨 앉는 사람들이 많았다. ‘아리랑’은 한국의 애창 민요이다.
The piccolo played a long, plaintive melody. Cymbals crashed, harp runs flew up, the violins soared. And tears began forming in the eyes of the staid audience, row upon row of men in dark suits, women in colorful high-waisted dresses called hanbok and all of them wearing pins with the likeness of Kim Il Sung, the nation"s founder.
피콜로가 길게 처량한 멜로디를 읊었다. 심벌 소리가 터지고, 하프의 빠른 가락이 날아오르고, 발이올린 소리들이 솟아 올라갔다. 엄숙한 모습의 청중의 눈에 눈물이 고이기 시작했다. 여러 줄을 메운 남성들은 짙은 색 양복 차림, 여성들은 화려한 색조의 허리가 높은, ‘한복’이라는 옷들을 입고 있었다. 그들은 하나같이 이 나라의 건국자인 김일성 초상이 그려진 핀을 가슴에 달고 있었다.
And right there, the Philharmonic had them. The full-throated performance of a piece deeply resonant for both North and South Koreans ended the orchestra"s historic concert in this isolated nation on Tuesday in triumph.
바로 이때에 필하모닉은 청중을 사로잡은 것이었다. 북한 사람들과 남한 사람들을 한결같이 깊이 감동시키는 이 곡을 우렁차게 연주함으로써 이 고립된 나라를 방문한 필하모닉 오케스트라의 역사적 음악회는 개가를 올리며 마무리되었다.
The audience applauded for more than five minutes, and orchestra members, some of them crying, waved. People in the seats cheered and waved back, reluctant to let the visiting Americans leave.
청중의 박수는 5 분 이상 계속되었다. 멤버들 중 일부도 눈물을 흘리는 가운데, 오케스트라 멤버들은 손을 흔들었다. 좌석에 앉은 청중이 환호하며 손을 마주 흔들었다. 미국에서 온 방문객들을 떠나보내기 싫다는 듯이.
The "Arirang" rendition also proved moving for the orchestra"s eight members of Korean origin. "It brought tears to my eyes," said Michelle Kim, a violinist whose parents moved from the North to Seoul, South Korea, during the Korean War.
The piece was part of a program carefully constructed to showcase the orchestra and its tradition.
The emotional setting took a turn away from the political theme that had dominated the visit, which began on Monday and ends on Wednesday, when the orchestra flies to Seoul for a concert.
It was the first time an American cultural organization had appeared here, and the largest contingent of U.S. citizens to appear since the Korean War. The trip has been suffused with political importance since North Korea"s invitation came to light last year. It was seen by some as an opening for warmer relations with the United States, which North Korea has long reviled.
There was little indication that the good will generated by the visit would affect a critical issue: North Korea"s nuclear program, and efforts to determine the extent of it.
It did not appear that the country"s leader, Kim Jong Il, was present at the concert. High-ranking officials did attend, including the vice president of the Presidium of the Supreme People"s Assembly, the vice culture minister and the chairman of the Pyongyang People"s Committee, akin to mayor.
